ACCOMPLISHMENTS

PROGRAM INITIATIVES AND OUTCOMES 

The Commission on Higher Education utilizes an annual work plan to accomplish its mission and to identify and pursue programmatic goals and objectives within each of the identified goals.

Outlined below are the major initiatives undertaken as part of the 2004 Annual Commission Work Plan and, described briefly, the outcomes of each initiative.

Economic Growth and Human Development

  • Supported the institutionalization of Bangsamoro Writers and Illustrators-Artists in the Autonomous Region in Muslim Mindanao inorder to develop young and progressive young writers in the region;
  • Conducted the Mindanao Bangsamoro Educators’ Congress on November 28-29, 2004.  Policymakers and educators were gathered at the Manila Hotel, Manila to revisit the educational policies of the Philippines and re-echo the educational aspirations of the Bangsamoro People.  More than 200 participants from the different regions and institutions composed of academicians, authors and publishers, school administrators, selected students and researchers, and the media sector.  The President of the Republic of the Philippines through Secretary Mona Valisno, Presidential Adviser of Education, Office of Muslim Affairs’ undersecretary Datu Zamzamin Ampatuan, CESO I, the ARMM Regional Governor through DILG-ARMM undersecretary Atty. Jose Lorena and other national and regional officials graced the occasion as well as the core members of the Moro National Liberation Front, and the Bansamoro Development Agency.  The Institute of Bangsamoro presented positions on the educational aspirations of the Bansamoro People.  Manila Mayor Lito Atienza and Amina Razul also delivered messages during the conference.  It successfully ended with the signing of the 17-point Omnibus Resolution containing the general conclusions and aspirations of the participants which was duly transmitted to the President, Gloria Macapagal-Arroyo thru Secretary Valisno. 
 The outputs of the congress geared towards the following: (a) discuss the significance of policy decisions on the educational system  which has emphasis on the aspirations of the Bangsamoro people specifically to enlighten the misconceptions that all forms of violence, including terrorism are often reproduced through education (Madaris); (b) Formulated resolutions and policy recommendations on the role of education as a Peace-Building Alternative and a Non-military Security Cooperation Mechanism; © Draw plans to strengthen the educational system (Madaris and Secular) does not sustain violence but rather ensures human security through preventive diplomacy approach (d)  creation of Bangsamoro Tertiary Curriculum Development Commission and (e) help craft the Bangsamoro type of education as an alternative, non-violent measure to achieve peace and regional security.                          


  • Regional Chairman Dr. Norma M. Sharief participated in the Regional Conference on Poverty Reduction Network Consultation on May 27-28, 2004 in Cotabato City.  It was sponsored by the Davao City-based Mindanao Commission on Women.  She was represented by SREPS Amor Pendaliday.
  • CHED-ARMM Regional Training on Faculty and Staff effectiveness and efficiency was conducted at PMTC building in Marawi City on March 25-26, 2004.  This was participated in by CHED-ARMM personnel and faculties from six CHED-ARMM supervised HEIs.
  • Citations for model human development performance in 2004 Ten Outstanding Students of the Philippines

(TOSP) National Formation Program

  • With Dr. Noralin Sharief, Executive Assistant V of CHED-ARMM as the first Muslim Alumna of the prestigious Ten Outstanding Students of the Philippines (TOSP), the CHED-ARMM is an active mover for the 2004 TOSP National Formation Program.  Dr.  Sharief attended the Formation Program on October 15-17, 2004 at Tagaytay City, the TOSP Alumni Meeting on October 21, 2004 at the Richmonde Hotel, Makati City and the TOSP National Awarding held on October 22, 2004 at the Malacaٌang Palace, Manila.

Strengthen Local and International Linkages

  • Signing of Memorandum of Agreement between the Mindanao State University System, represented by its President Dr. Camar A. Umpa and the Commission on Higher Education, Autonomous Region in Muslim Mindanao, represented by its Regional Chairman II / Managing Commissioner Dr. Norma M. Sharief purposely to avail of the professional expertise and utilization of facilities of the university and vice versa;
  • Proposed the rewriting of the Bangsamoro History, submitted to and with positive response from Foreign Donors/Communities for funding and technical assistance through the Mindanao Economic Development Council (MEDCO).  It has been included in the Mindanao Investment Program through Regional Economic Development Planning Board-ARMM (REDPB);
  • Development of the CHED-ARMM Management Information System that will establish and strengthen linkages with all international and national agencies as well as with the ARMM higher education institutions, both public and private
  • The Commission participated in the 1st Partnership Meeting with the International Labor Organization on July 14, 2004 at the Estosan Garden Hotel, Cotabato City with a theme “Prevention and Reintegration of Children involved in Armed Conflict:  An inter-regional project”.  Regional Chairman Dr. Norma M. Sharief, Mombao Mangondato, Amor Pendaliday and Director Farouk Abubakar participated in the said meeting.
  • The Regional Chairman was one of the movers in the Consultation Workshop with the 3rd Level Executives on the proposed Civil Service Commission Law for ARMM at the Estosan Garden Hotel, Cotabato City on June 29-30, 2004.
  • First Partnership Meeting with the International Labor Organization
  • The Office of the Regional Chairman and Technical Personnel actively took part in the Regular REDPB Board Meeting at ARMM MLO Makati City on July 8, 2004.  Another meeting of the REDPB was attended by Nas Talipasan to represent the Regional Chairman on September 22-23, 2004.  The agenda was an assessment of the Regional Executive Agenda and initial discussion on the guideline on the formulation of the Medium-Term Development Plan where Technical Working Group undergone Write-shop at D&M Restaurant, Cotabato City.
  • CHED-ARMM chairs the RSDC with the DepEd, TESDA, OSCC, BCH, CBW, CDO-BYA, DOH, DSWD, and DOST as members.  It has successfully convened all the member-agencies during the meetings it presided with the facilitation of the Regional Planning and Development Office.
  • CHED-ARMM participated in the Regional Executive Agenda Assessment and Planning Workshop held at the Estosan Garden Hotel on February 5-6, 2004.  The office was represented by the Regional Chairman Dr.  Norma M. Sharief and selected staff.  CHED-ARMM earlier was designated as the chairman of the social sector committee Three representatives form the Japan International Cooperation Agency (JICA) and one official from the Official Development Assistance were hosted at the Regional Chairman’s Office at the CHED-ARMM Regional Office, Cotabato City.  Fruitful discussions ensued regarding future projects as commitment of Japan to ARMM.
  • Regional Chairman Dr. Norma M. Sharief and other ARMM officials had a Luncheon-Dialogue meeting in honor of the visiting ambassadors/CDAs from OIC-member countries on September 25, 2004 at ORG Conference Room and Shariff Kabasuan Cultural Complex, ARMM Compound, Cotabato City.  Present also were the provincial governors, some Mindanao congressmen, assemblymen from different districts, and the provincial and ARMM cabinet officials.
  • Regional Chairman Dr. Norma M. Sharief was one of the ARMM officials to have a Dialogue in honor of the visiting Amabassadors/CDAs from Latin American countries on October 3, 2004 at the ORG Conference Room, ARMM Compound, Cotabato City.
